Development Bank of Wales to offer Net Zero incentive

A new initiative designed to help businesses lower their carbon impact and save on energy bills will be accelerated and launched in the new year, Economy Minister Vaughan Gething has announced.

The Minister has asked the Development Bank of Wales to fast track its plans for an invest to save decarbonisation offer with more favourable terms for businesses looking investing in renewables and energy efficiency measures.

Accelerating the introduction of the offer will allow businesses across Wales to take earlier action to invest in projects designed to reduce their energy consumption and better manage energy bills. This will provide much needed respite amid the spiralling cost of business and help deliver on the Welsh Government’s commitment to deliver a greener economy.

Speaking on the fifth anniversary of the Development Bank of Wales’ launch – the UK’s first regional development bank – Economy Minister Vaughan Gething said:

“The Development Bank of Wales has become a national asset supporting businesses across Wales, improving their resilience and helping them grow and prosper.

“Over its first five years the bank has exceeded investment targets, delivering an economic impact of £1.2 billion.

“It is clear from my discussions with businesses that we must prioritise the job of reducing energy consumption and lowering bills for the long term. I have now asked the Development Bank to fast-track development of a new scheme supporting business transition to Net Zero on an ‘invest to save’ principle. This will allow businesses to take on borrowing to fund capital investment which delivers on decarbonisation through more flexible repayment terms, attractive interest rates and wider support such as help towards consultancy costs.

“This is a win win scheme – making it cheaper and easier for eligible businesses to cut future energy costs and boost our shared ambition for a greener Wales.”

The Minister is also tasking the Development Bank with pursuing an ambitious equity investment target of £100m over the next five to seven years.

The Minister added: “This investment, alongside private sector co-investment, has the potential to deliver over £250m of capital to innovative businesses – a much needed injection of capital that will help create new jobs, expand growth sectors and help position Wales for a more prosperous future.

“In the face of enormous challenges, the Welsh Government is determined to use its levers to provide stability with practical help for businesses and workers in a long partnership for a stronger, fairer, greener Wales.”

Giles Thorley, Chief Executive of the Development Bank of Wales, said: “As businesses find themselves faced with economic uncertainties – including greatly increased energy costs – it is more important than ever that we fulfil our role providing stability for the Welsh economy, and do all we can to support ambitious businesses looking to invest in their journey to Net Zero.

“We firmly believe that investing in environmental sustainability is both the right thing to do and makes good business sense, helping companies become more resilient, competitive and attractive to customers and talent. Having already launched the Green Homes Incentive to support property developers, we are now accelerating our programme of decarbonisation support to meet these pressing needs, making sure that Wales remains a great place to do business.

“This marks the fifth anniversary for the Development Bank of Wales. Whilst I’m very proud of our delivery and impact so far as well as the strong relationships we’ve built with Welsh businesses and stakeholders, I also look forward to continuing to drive growth in the Welsh economy. Our track record as one of the most active venture capital investors in the UK and our links to private sector co-investors makes us well placed to deliver the equity capital that Wales needs.”

Banc Datblygu Cymru yn cynnig cymhellion Sero Net

Bydd menter newydd wedi’i chynllunio i helpu busnesau i leihau eu heffaith carbon yn cael ei chyflymu a’i lansio yn y flwyddyn newydd, mae Gweinidog yr Economi, Vaughan Gething, wedi cyhoeddi.

Mae’r Gweinidog wedi gofyn i Fanc Datblygu Cymru gyflymu ei gynlluniau ar gyfer cynllun datgarboneiddio buddsoddi i arbed, gyda thelerau mwy ffafriol ar gyfer busnesau sydd am fuddsoddi mewn ynni adnewyddadwy a mesurau effeithlonrwydd ynni.

Bydd cyflymu’r gwaith o gyflwyno’r cynllun yn galluogi busnesau ledled Cymru i gymryd camau ynghynt er mwyn buddsoddi mewn prosiectau sydd â’r nod o leihau faint o ynni maen nhw’n ei ddefnyddio a rheoli eu biliau ynni’n well. Bydd hyn yn darparu cymorth y mae ei angen yn fawr iawn ar adeg pan fydd costau busnes yn mynd yn uwch ac yn uwch, ac yn helpu i gyflawni ymrwymiad Llywodraeth Cymru i sicrhau economi wyrddach.

Wrth iddo siarad ar bumed pen-blwydd lansio Banc Datblygu Cymru – y banc datblygu rhanbarthol cyntaf yn y DU – dywedodd Gweinidog yr Economi, Vaughan Gething:

“Mae Banc Datblygu Cymru bellach yn ased cenedlaethol sy’n rhoi cymorth i fusnesau ledled Cymru, gan eu helpu i fod yn fwy cadarn ac i dyfu a ffynnu.

“Yn ystod ei bum mlynedd gyntaf mae’r banc wedi rhagori ar ei dargedau ar gyfer buddsoddi, gan sicrhau effaith economaidd gwerth £1.2 biliwn.

“Mae fy nhrafodaethau â busnesau wedi dangos yn glir fod rhaid inni roi blaenoriaeth i leihau faint o ynni rydyn ni’n ei ddefnyddio a lleihau biliau yn y tymor hir. Rwyf bellach wedi gofyn i’r Banc Datblygu gyflymu’r gwaith o ddatblygu cynllun newydd a fydd yn helpu busnesau i fod yn Sero Net ar sail ‘buddsoddi i arbed’. Bydd hyn yn galluogi busnesau i fenthyg arian er mwyn ariannu buddsoddiadau cyfalaf a fydd yn arwain at ddatgarboneiddio ar delerau mwy ffafriol ar gyfer ad-dalu, gyda chyfraddau llog mwy deniadol, gyda chymorth ehangach fel cymorth tuag ar gostau ymgynghori.

“Mae hwn yn gynllun lle mae pawb ar eu hennill – gan ei gwneud yn haws i fusnesau cymwys leihau costau ynni yn y dyfodol a rhoi hwb i’n huchelgais cyffredin ar gyfer Cymru wyrddach.”

Mae’r Gweinidog hefyd wedi rhoi targed uchelgeisiol i’r Banc Datblygu ar gyfer buddsoddiadau ecwiti o £100 miliwn dros y 5–7 mlynedd nesaf.

Ychwanegodd y Gweinidog: “Mae gan y buddsoddi hwn, ynghyd â buddsoddi ar y cyd gan y sector preifat, y potensial i ddarparu cyfalaf gwerth £250 miliwn ar gyfer busnesau arloesol – hwb cyfalaf y mae ei angen yn fawr iawn a fydd yn helpu i greu swyddi, ehangu sectorau sy’n tyfu a helpu i sicrhau dyfodol mwy ffyniannus ar gyfer Cymru.

“Yn wyneb heriau enfawr, mae Llywodraeth Cymru yn benderfynol o ddefnyddio ei phwerau i ddarparu sicrwydd a chymorth ymarferol ar gyfer busnesau a gweithwyr, mewn partneriaeth tymor hir, er mwyn sicrhau Cymru gryfach, decach a gwyrddach.”

Dywedodd Giles Thorley, Prif Weithredwr Banc Datblygu Cymru: “Wrth i fusnesau wynebu ansicrwydd economaidd – gan gynnwys costau ynni uwch – mae’n bwysicach nag erioed ein bod yn cyflawni ein rôl i sicrhau bod economi Cymru yn sefydlog, ac yn gwneud popeth yn ein gallu i gefnogi busnesau uchelgeisiol sydd am fuddsoddi er mwyn cyrraedd Sero Net.

“Rydyn ni’n credu yn gadarn mai buddsoddi mewn cynaliadwyedd amgylcheddol yw’r peth iawn i’w wneud – ond mae hefyd yn synnwyr cyffredin, gan helpu cwmnïau i fod yn fwy cadarn, yn fwy cystadleuol ac yn fwy deniadol i gwsmeriaid a gweithwyr talentog. Rydyn ni eisoes wedi lansio’r Fenter Cartrefi Gwyrdd i gefnogi datblygwyr eiddo, ac rydyn ni bellach yn cyflymu ein rhaglen cefnogi datgarboneiddio i ddiwallu’r anghenion taer hyn, gan sicrhau bod Cymru yn parhau i fod yn lle gwych ar gyfer busnesau.

“Dyma bumed pen-blwydd Banc Datblygu Cymru. Er fy mod yn falch iawn o’n gwaith a’r effaith rydyn ni wedi’i chael hyd yn hyn, yn ogystal â’r cysylltiadau cryf rydyn ni wedi’u meithrin gyda busnesau a rhanddeiliaid yng Nghymru, rwyf hefyd yn edrych ymlaen at barhau i ysgogi twf yn economi Cymru. Mae ein hanes fel un o fuddsoddwyr cyfalaf menter mwyaf gweithgar yn y DU a’n cysylltiadau â chydfuddsoddwyr yn y sector preifat yn ein rhoi mewn sefyllfa dda i ddarparu’r cyfalaf ecwiti sydd ei angen ar Gymru.”
