Homeless Action Group publishes latest report

YM mis Gorffennaf 2019 sefydlais grŵp arbenigol, sef y Grŵp Gweithredu ar Ddigartrefedd, er mewn edrych ar nifer o gwestiynau allweddol, gan gynnwys y fframwaith o fesurau a pholisïau sydd eu hangen i roi terfyn ar ddigartrefedd yng Nghymru. Mae’r grŵp, o dan gadeiryddiaeth Jon Sparkes, Prif Weithredwr Crisis, wedi cynnal gweithgareddau a thrafodaethau manwl dros y cyfnod hwn ac rwy’n falch o gael cyhoeddi heddiw eu trydydd adroddiad, a’r adroddiad olaf. Felly, dyma achub ar y cyfle i ddiolch i holl aelodau’r grŵp am ymwneud â’r gwaith gwerthfawr hwn. Maent wedi rhoi eu amser a’u harbenigedd sylweddol i’n helpu i gyflawni’r nod gyffredin, sef rhoi diwedd ar ddigartrefedd yng Nghymru. Rwyf hefyd am ddiolch i’r rhanddeiliaid amrywiol a defnyddwyr y gwasanaethau a fu’n rhan o’r trafodaethau drwy gydol eu gwaith; mae’ch cyfraniad chi wedi sicrhau bod yr argymhellion yn seiliedig ar brofiad uniongyrchol.

Cafodd yr ail adroddiad, sef adroddiad mwyaf cynhwysfawr y grŵp, a oedd yn edrych ar y fframwaith o bolisïau a mesurau sydd eu hangen i roi diwedd ar ddigartrefedd, ei gyhoeddi’n gynharach eleni fel yr oeddem yn symud i ganolbwyntio ar ymateb i’r pandemig Covid-19. Mae’r trydydd adroddiad a’r un olaf, sy’n cael ei gyhoeddi heddiw, yn edrych ar ailgartrefu brys a phartneriaethau lleol. Mae argymhellion i Lywodraeth Cymru yn y tri adroddiad ac rwy’n falch o’u derbyn mewn egwyddor, a byddwn yn parhau â’r gwaith sydd eisoes yn mynd rhagddo ar draws y Llywodraeth i benderfynu ar y ffordd orau i’w gweithredu’n ymarferol. Er bod y grŵp bellach wedi cwblhau ei waith, bydd fy swyddogion yn parhau i ddefnyddio arbenigedd aelodau unigol o’r grŵp wrth i ni weithredu argymhellion yr adroddiad. Maes o law, byddaf yn manylu ar gamau gweithredu penodol sydd naill ai’n mynd rhagddynt neu’n cael eu cynnig mewn perthynas â’r argymhellion amrywiol.

Mae’n bwysig nodi hefyd, wrth gwrs, bod adroddiad cyntaf ac ail adroddiad y Grŵp Gweithredu ar Ddigartrefedd eisoes wedi cael eu defnyddio i lywio ein hymateb i ddigartrefedd yn sgil pandemig Covid-19; yn benodol, fe ddefnyddiwyd yr adroddiadau i lunio ein canllawiau ar gyfer Cam 2 a’r dull gweithredu trawsnewidiol sy’n cael ei nodi ynddynt. Cyhoeddais ym mis Gorffennaf fod £50m ychwanegol ar gael eleni i gefnogi’r dull gweithredu hwn, a hynny er mwyn helpu’r rheini a roddwyd mewn llety dros dro i ganfod cartrefi parhaol, a hefyd i gychwyn trawsnewid y gwasanaethau. Rwy’n cydnabod mai megis dechrau yw hyn, ac fel y mae gwaith y Grŵp Gweithredu ar Ddigartrefedd yn ei ddangos bydd angen buddsoddiad pellach i barhau â’r broses drawsnewid y flwyddyn nesaf ac ar ôl hynny os ydym am lwyddo i drechu digartrefedd.

Rwyf hefyd eisiau diolch a chydnabod y timau tai a’r gweithwyr cymorth mewn awdurdodau lleol ac yn y trydydd sector sydd wedi bod yn gweithio’n ddiflino i roi cymorth i’r aelodau mwyaf bregus yn ein cymdeithas gydol y pandemig hwn. Dengys y data diweddaraf a gyhoeddwyd fod dros 3,200 wedi cael llety dros dro ers mis Mawrth. Does dim dwywaith nad yw hyn wedi achub bywydau, ac mae’r diolch am hynny i’r staff nad yw eu gwaith caled a’i hymroddiad yn aml iawn yn cael y gydnabyddiaeth haeddiannol. Diolch yn fawr i chi.

Gyda’n gilydd, rydym wedi dangos beth y gellir ei gyflawni pan fyddwn yn cydweithio, ac rwyf yn benderfynol na fydd dim troi’n ôl. Mae angen inni adeiladu ar y cynnydd a wnaed eleni, gyda’r camau nesaf yn seiliedig ar waith y Grŵp Gweithredu ar Ddigartrefedd. Bydd yr adroddiad a gyhoeddwyd yn ddiweddar, sy’n ymdrin â’r oblygiadau o wneud newidiadau i Angen Blaenoriaethol, a gomisiynwyd gennyf y llynedd, hefyd yn llywio ein camau nesaf. Mae’n hanfodol bod y fframwaith polisi a deddfwriaethol yn cefnogi ein hagenda drawsnewid a byddwn yn archwilio’r angen posibl am ddiwygio deddfwriaethol fel rhan o hyn.

Yn anffodus, rydym wedi gweld cynnydd diweddar yn nifer y bobl sy’n cysgu allan, sy’n dangos, unwaith eto, yr angen am waith allgymorth pendant a pharhaus ac ymdrech ddwys barhaus nid yn unig i gefnogi pobl i ddod oddi ar y strydoedd ond i sicrhau bod y cymorth cofleidiol priodol ar gael i’w helpu i lwyddo a ffynnu.

Er bod rhai o’r mesurau yn y cyfnod clo blaenorol wedi’u llacio, mae pwysigrwydd cael cartref er mwyn gallu cadw at gyngor iechyd cyhoeddus ac aros yn ddiogel yn parhau’n ddigyfnewid. Rydym yn parhau i ddweud na ddylai unrhyw un, gan gynnwys y rhai nad oes ganddynt hawl i gyllid cyhoeddus, gael eu gadael heb lety brys priodol neu gymorth yn ystod y pandemig. Mae awdurdodau lleol yn parhau i allu cael arian ychwanegol i gefnogi’r dull cynhwysol hwn ac mae £1.6m o gyllid ychwanegol, ar gyfartaledd, yn cael ei hawlio bob mis – felly mae tua £20m o gyllid ychwanegol ar gyfer yr ymateb brys hwn yn 2020/21.

Er bod ein hymateb i’r pandemig o reidrwydd wedi canolbwyntio ar yr ochr fwyaf difrifol o ddigartrefedd, rydym hefyd yn parhau i weithio ar draws y Llywodraeth i ddatblygu ymyrraeth gynharach a gweithgarwch ataliol, fel nad yw pobl yn dod yn ddigartref yn y lle cyntaf. Fel y nodais yn ein Strategaeth ar gyfer Atal a Rhoi Diwedd ar Ddigartrefedd, ac fe dynnwyd sylw ato eto yn Adroddiad y Grŵp Gweithredu ar Ddigartrefedd, mae hwn yn fater i’r gwasanaethau cyhoeddus ac felly mae angen ymateb system gyfan.

Y nod o hyd yw gwneud digartrefedd yn rhywbeth anghyffredin, dros dro, sy’n digwydd unwaith yn unig. Gyda’n gilydd, rydym wedi brasgamu yn y maes hwn eleni, ac wedi dechrau ar y gwaith trawsnewid sydd ei angen i roi diwedd ar ddigartrefedd yng Nghymru. Rydym yn parhau’n uchelgeisiol ac yn optimistaidd y gallwn gyrraedd ein nod gyda’n gilydd.

In July 2019 I established an expert Homelessness Action Group to examine a number of key questions, including the framework of measures and policies needed to end homelessness in Wales. The group, chaired by Jon Sparkes, Chief Executive of Crisis, has undertaken detailed work and engagement over this time and I am pleased to today publish their third and final report. I want to take the opportunity to thank each and every member of the group for their involvement in this valuable work. They have given their time and enormous expertise to assist us in our shared goal of ending homelessness in Wales. I also want to thank the many stakeholders and service users who the group engaged with throughout their work; your input has ensured the recommendations are grounded in lived experience.

The second and most comprehensive report of the group, examining the framework of policies and measures needed to end homelessness, was published earlier this year just as our focus was shifting to the Covid-19 pandemic response. The third and final report, which is published today, examines rapid re-housing and local partnerships. All three reports contain recommendations for Welsh Government, which I am pleased to accept in principle, and we will continue the work already underway across Government to determine how best they can be implemented in practice. Whilst the group has now completed its work, my officials will continue to draw on the expertise of individual group members as we move forward with the report recommendations. I will provide further details on the specific actions underway or proposed in regard to the various recommendations in due course.

It is also important to note that the first and second reports of the Homelessness Action Group have of course already been used to inform our homelessness response to the Covid-19 pandemic; in particular they have informed our Phase 2 guidance and the transformational approach it sets out. I announced in July an additional £50m this year to support this approach, both to ensure those brought into temporary accommodation could be supported into permanent homes, but also to begin the transformation of services. I recognise this is simply the start, and as is clearly set out in the work of the Homelessness Action Group, further investment will be needed to continue this transformation next year and beyond if we are to achieve our goal of ending homelessness.

I also want to take this opportunity to pay tribute to the housing teams and support workers in local authorities and the third sector who have been working tirelessly to support some of our most vulnerable people during this pandemic. The latest published data brings the number of people supported into temporary accommodation since March to over 3,200. Lives have undoubtedly been saved, and it is thanks to the efforts of staff whose hard work and dedication all too often goes unnoticed – thank you.

Collectively, we have demonstrated what can be achieved when we work together and I am determined that there will be no going back. We need to build on the progress made this year, with the next steps being underpinned by the work of the Homelessness Action Group. Also informing our next steps will be the recently published report, which I commissioned last year, on the implications of making changes to Priority Need. It is vital that the policy and legislative framework supports our transformational agenda and we will be examining the potential need for legislative reform as part of the next steps.

We have unfortunately seen a recent increase in the numbers of people sleeping rough, demonstrating once again the need for continued assertive outreach and a continuing intensive effort not only to support people off the streets but to ensure the appropriate wrap around support is in place to help them succeed and thrive

Whilst some of the previous lockdown measures may have eased, the importance of a home in order to be able to adhere to public health advice and stay safe remains unchanged. We continue to advise that no-one, including those who have No Recourse to Public Funds, should be left without appropriate emergency accommodation or support during the pandemic. Local authorities remain able to access additional funding to support this inclusive approach and on average £1.6m additional funding is being claimed per month – so around £20m additional funding for this emergency response for 2020/21.

Whilst our response to the pandemic has necessarily focused on the acute end of homelessness, we also continue to work across Government to take forward earlier intervention and preventative activity, so that people do not become homeless in the first place. As I set out in our Strategy for Ending Homelessness, and is reiterated in the Homelessness Action Group Report, this is a public service issue and therefore requires a whole system response.

Our goal remains to make homelessness rare, brief and un-repeated. Collectively we have made considerable strides forward this year and begun the transformation required to end homelessness in Wales. We remain rightly ambitious and optimistic that together we can achieve this goal.
