A TUMBLE teenager has been given a suspended sentence for ignoring a Fixed Penalty Notice for fly-tipping.
The 18-year-old appeared before Newport magistrates and admitted failing to pay the notice after he dumped waste down the embankment near the house he was renting in High Street.
The court heard that following a complaint from a member of the public, Carmarthenshire County Council’s enforcement officers investigated and found gas bottles, electrical goods and a large number of torn black and blue bags strewn across the area.
The rubbish was traced back to the teenager who admitted dumping it. He was consequently issued with a £350 FPN.
Despite being sent reminder letters, no money was received and Carmarthenshire County Council took action through the courts to retrieve the outstanding balance
A warrant was issued and the boy was later arrested in Bradford.
In mitigation, his solicitor stated that at the time of the offence his client had an issue with substance misuse and mental health issues. He said he was remorseful for his actions and could not explain why he committed the offence.
He was sentenced to three months at a Young Offenders Institute, suspended for nine months, and must also pay £150 costs and £115 victim surcharge.
Cllr Philip Hughes, the council’s Executive Board Member for public protection said: “If a Fixed Penalty Notice is ignored we will take appropriate action to recover our costs. There is no excuse for fly-tipping – there are places provided to dispose of waste properly. Fly-tipping is unsightly, a blight on the landscape and incurs unnecessary costs for the taxpayer.”
