A report into flooding which affected more than 20 homes in Newcastle Emlyn and Adpar during Storm Callum in 2018 is due to be published.

It’s one of three reports following Storm Callum between Ceredigion and Carmarthenshire, on three areas that reached the investigation threshold of 20 properties that had internal flooding.

Carmarthenshire led on reports into incidents in Llandysul/Pont Tyweli and Llanybydder.

On Wednesday (January 15), the thriving communities overview and scrutiny committee discussed Ceredigion’s draft report into the October 2018 flooding, which will be published once the Welsh version is prepared.

Across Ceredigion there were 20 flood incidents over the weekend of October 12 to 14, with 124 reported internal flooding incidents, the committee heard.
In Adpar/Newcastle Emlyn there was internal flooding of  16 residential properties in Ceredigion, eight residential properties in Carmarthenshire, four commercial properties in Ceredigion and three commercial properties in Carmarthenshire.

The report details 17 actions that were recommended, the majority of which are already completed, with work remaining on ones such as keeping a record of all flood incidents and flood risk assets within the area, and further detailed investigation of individual flood areas in conjunction with the NRW, neighbouring councils and Flood Risk Authorities.

The investigation showed that other communities within Ceredigion did experience some flooding during Storm Callum, but the number of properties in these communities affected were below the threshold considered for section 19 investigation.

The report lists these as Llechryd with 12 reports, Talsarn’s ten reports and one reported in Llanddewi Brefi.

Cllr Lyndon Lloyd said a report was required on the damage to Cenarth and Llechryd, which the committee heard was being done by the NRW.
There was criticism of the NRW on its dredging policy and removal of other debris that exacerbates flooding.

Both Cllrs Keith Davies and Euros Davies asked that all information and reports prepared by other authorities on the flooding be included for Ceredigion residents and members to have full details.
